Key focus/scope

The Oxfordshire pilot will focus on improving the choice, control and independence of individuals and their family and carers when they become eligible for continuing health care.

Overview of pilot and its purpose

To pilot personal health budgets in Oxfordshire with individuals who have continuing healthcare (CHC) needs, to provide them with an opportunity to direct their own healthcare related support.

The project will include all clients in CHC, older people, older people with mental ill health, adults with physical disabilities, adults with mental ill health, end of life, learning disability and children in transition.

The outcomes NHS Oxfordshire hope to achieve are:

  • to improve delivery and access to care and for this to be personalised to individual needs
  • to develop the provider market within the county to provide high quality care in an affordable framework for the population
  • to further build and strengthen partnership working across health and social care on the county for the benefit of the whole population
  • to improve the job satisfaction of those in health and social care who deliver CHC.

The pilot will focus on an initial cohort of 75 individuals offered personal health budgets and 75 individuals who are not offered personal health budgets.

Objectives of pilot

The pilot outcome is that the full range of personal health budgets are available to all eligible for continuing healthcare who wish to have one. Success will look like:

  • high user satisfaction - individuals will have more choice and control over their health and wellbeing outcomes
  • personal health budget user experiences will inform future commissioning decisions
  • new organisational and administrative systems working well
  • an integrated health and social care RAS and brokerage system in place.
  • successful management of a cultural change in both individuals and professionals towards how outcomes can be achieved - high staff satisfaction
  • to be managing risk well
  • to still be achieving value for money in delivering continuing healthcare.
  • to have started stimulating the provider market - both through micro-commissioning and on an organisational level
  • other users and staff want to develop personal health budgets in their area.
