Key focus/scope
The Manchester pilot will focus on people with continuing health care needs. In Manchester there are currently approximately 200 people who are receiving support for this.
Overview of pilot and its purpose
NHS Manchester aims to develop personal health budgets for its initial pilot group of adults with continuing care needs. It will build on Manchester City Council's work in adult social care where individual budgets have been developed for approximately 3000 local residents. The purpose of the pilot is to establish the success of personal health budgets, particularly in terms of quality of care and increased patient choice in their own care.
Objectives of pilot
The pilot aims to:
- develop a resource allocation process and appropriate financial payment systems for individuals who would like to get involved in the pilot
- recruit and support individuals through "welcome packages", "service menus" and training opportunities
- implement bespoke budgets for all individuals involved and evaluate fully with user and carer input.
