Key focus/scope

The joint pilot between NHS Hartlepool and NHS Stockton-on-Tees will focus on people with long term conditions. In particular, focus will be on people with continuing healthcare needs, motor neurone disease, multiple sclerosis, chronic obstructive pulmonary disease and pain management needs.

Overview of pilot and its purpose

The Hartlepool and Tees pilot aims to explore whether people in receipt of a personal health budget experience better health and wellbeing outcomes when compared to individuals receiving conventional (traditional) services.

The outcomes Hartlepool and Tees hope to achieve are:

  • better quality health and wellbeing
  • improved quality of life
  • improved patient experience/satisfaction
  • reduced health inequalities
  • improved access to a wider range of support and services
  • positive shift of culture
  • better use of NHS resources
  • increased value for money

The pilot will focus on an initial cohort of 80 individuals in the first year: 35 for chronic obstructive pulmonary disease, 15 for motor neurone disease, 10 for continuing healthcare needs and five for pain management needs.

Objectives of pilot

The pilot aims to:

  • provide individuals with more choice and control over their health and wellbeing needs
  • assist with the integration of health and social care for people in receipt of both service
  • facilitate a cultural change in both individuals and professionals towards the achievement of health and wellbeing outcomes
  • stimulate flexibility and creativity towards personalisation of services
  • use personal health budgets user experiences to better inform commissioners to shape and plan future services
  • assist commissioning further by stimulating the market to ensure demand for services is met
  • seize the opportunity to be at the forefront of innovation and transformation.
